I am planning to build a bookshelf. Is it better to paint the wood before building or wait until it is finished?

If you are painting the book shelf I would prime the wood before assembly [you can also apply 1st coat of paint] and then putty, sand, caulk and enamel after it is assembled.

If you use stain I always prefer to stain and seal [with varnish/poly] first and the apply the final coat of poly after assembly.
