I just installed a window AC, after putting in a direct line for power. I bought the window unit 2nd hand, i works ok, but the
fan always runs, even when the unit isn't cooling, is this normal?

YES it is. heres a quote form my manuel about normal operating sounds
1. You may hear a pinging noise caused by water being picked up and thrown against the condenser on rainy days or when humidity is high. This design feature helps remove moisture and inprove efficiency.
2. You may here the thermostat click when the compressor cycles on and off.
3. Water will collect in the base pan during high humidity or on rainy days. The water may overflow and drip from the outdoor side of the unit.
4.The fan may run even when the compressor does not.
