Basement block wall gets damp in places when it rains and there is some mildew smell. I'll redirect run- off and pull some shrubs. I'd like to remove two coats of latex paint from basement block and apply a waterproofer (1700sq ft of wall) . I know you can chance putting waterproffer over paint, but if it doesn't do the job, it's more of a bear to strip. Thanks for any advice. Regards, Bob.

You could use a grinder with a knotted wire wheel but I'm not sure it would be necessarry. Redirecting your gutters should do the majority of the work. Where the moisture is coming thru the block your latex paint has probabably deteriated some and should be able to be scraped or wire brushed off by hand. Where the paint is in good shape you probably don't have a moisture problem.
