My family room has 6 recessed lights with 3 light switches - 1 of the 3 light switches is a dimmer. Since the center of the room is not accessible, I need to install the ceiling fan using one of the recessed holes and wiring. How do I tap into the wiring and not have the fan tied to the light switches?

You won't unless you run a new wire to the location. All the can lights are daisy chained, and all come on or go off with the wall switch. And don't put the fan on a regular dimmer. You will have to use a lutron dimmer specifically designed for ceiling fans.
Now, if you can find the original feed to the lights, before the switch, it is hot all the time, and you can junction it to the fan, but it will depend on accessibility for either solution.
