for some reason, the oven requires a big electrical draw while the burner is on. In winter I can't generate enough power to run it (solar powered house). Can the valve solenoid or whatever draws current be altered?

Unique question. In all my years on this web site, in the forum topic and in the repair/service industry, highly doubt a question such as this was encounter or posted here. HUMMM.
Basic answer to converting the electric system to draw less current is no. 120 volts is required and must be supplied as well as the amperage required.
Which may mean the solar power converter from DC to AC may not be working correctly or supplying sufficient power. If such is the case, then the condition should also be effecting a washer, dryer and refrigerator motor.
If that is the case, look into the problem being in the solar converter system and not into the gas stove/oven appliance. Additionally, you might try locating an informational source for lower electrical draw conversions for appliance through the solar dealers and any existing solar powered home users organizations.
About all the info I can provide you with at this time. Not likely will I be able to provide more in the future either, sorry to say. Not encountered such problems during all my priors years in the natural gas industry nor the appliance service industries.
Retail appliance parts dealers can also help determine what the possible problem may be also. They will need the make, model an serial numbers. Appliance parts dealers are an excellent source for original replacement parts. Dealers are listed in the phone book under appliances.

Thanks. The inverter works well. My question was ambiguous. I want to know whether the valve can be reengineered to draw less power. It appears to require (I'm guessing) over 5 amps continuously to keep it open. Are there replacement parts or adjustments that can keep a valve open with less power? Could the electric valve be replaced with a manual one, for instance, as the propane ranges that work without electric power?

Look on the gas valve for a sticker which will show the values.
