I have hooked up my new keypad Ademco 6128RF, as my last one broke. When I hook it up is says "NO AC" and "Not Ready". I also flashes "AD" and "17" "00". I still have one other keypad functioning perfectly. I guess all I have to do is program the keypad I just installed, but I have no clue on how to do so. I bought it off of ebay, so maybe there are some codes already in it that I have to get out first. I am totally clueless, please help.

What is the system you are trying to connect the keypad to? The different models have to have the keypads set differently
(The keypad is not the alarm, it's just a fancy switching mechanism).

Does Via 30PSE mean anything to you? If not, where would I look to get the model?

Sorry about that, your prior post slipped under the radar on me.
Yes, there are codes programmed from a prior installation (the least they could have done was photocopy the instruction sheet for you...)
Within 30 seconds of applying power to the keypad, press 1 + 3 simultaneously. The keypad will beep 3 times and 2 dashes and 2 0's will flash alternating in the upper left corner of the display if anything else is flashing press *
First press 9 -- it should flash EE press 1 and it should beep 3 times again (this resets the keypad to factory defaults).
Press 1 -- it should flash cA and a 2 digit number (probably 17 in your case). Enter 31*
This sets the keypad to the address your system requires.
press * until you are back in run mode. This should be all you need to do to it.

After I do your instructions it simply flashes AD...31...00..., but the pad still says "not ready" and "no AC".

For some reason, you are not leaving keypad programming mode. This leads me to suspect that either you got a bum keypad from your auction site, or you have your system model quoted incorrectly, or there is some instruction that I haven't transmitted to you in a way you can follow.
The display of AD is simply showing you the keypad address and the address of the wireless reciever built into the keypad.
The "No AC and Not Ready" shows when it's in program mode.
Even if you did nothing, the keypad should be exiting program mode after a few minutes if it's correctly setup.
