After stripping my tiger oak dining room table I applied two coats Minwax Wood-Sheen (Windsor oak) rubbing oil stain & finish. I decided it wasn't as dark as I wanted so I applied a coat of walnut rubbing oil. This morning I applied a coat of tung oil and when I went out to the garage to check on it, cotton from my neighbors cottonwood tree was stuck to the surface! I couldn't get the cotton off without using paint thinner which slightly removed the stain. My question is, do I need to sand the wood after the tung oil dries before I can touch up the spots with stain again? Can stain be applied over tung oil?

Thanks for your time.
