Hi - our a/c unit was not working and we discovered that the thermostat wiring outside was chewed by the dogs. We spliced them together but we didn't realize that we should have turned shut off the breaker for the furnace. Now the furnace blower is not working. I read that this could cause a blown fuse.
Could it be the low voltage fuse in the blower that broke? If so, where the heck is it located??

If the outdoor unit works but not the furnace blower it would not be the fuse. If neither works, on some furnaces there is a control board with an automotive fuse on it. This fuse is usually either 3 or 5 amps.
