There is one small area about 3 feet by 3 feet that the ashalt shingles are coming off from and there are a few small holes all the way through into my attic. I have had people come out for estimates and they suggest repalcing the entire roof, claiming that since i have cedar shingles then tar papers and asphalt above it, that it needs to be repalced.
However at this time there is only one small area where ther si a hole and i seemed to have seealed it from the inside using tar paper and caulk, which i know wont last.
do i repair the area of repalce the whole roof? Other areas are fine and there is no leak and the shingles seem to be ok.
Any advice would be priceless.

How old is the roof? If it's more than 15-20 years old, you are just postponing the inevitable if you decide on a patch. If the roof is fairly new, I would probably just replace the missing shingles.
Since you already have two layers of shingles, if you decide to replace the roof you will have to strip it.
