I have ceramic tile down on a concrete slab. I have ceramic tile on a typical hardyboard wall. At the point they meet, should I grout or use silicone caulk?

Oddly enough, both. Look in the tile section of the big box stores and you will find a color coordinated grout/caulk. It is slightly gritty like grout, but contains a silicone base that will tend not to crack like pure grout. You may not find your exact color, but there will be some that are close enough match that will look good.
