I have a block wall that runs the peremeter of my backyard. It is painted with exterior flat paint.
Is it possible to stucco over the painted surface, provided I first remove any loose or flaking paint with a pressure washer? Or, will I have to have the wall sand-blasted first?
Keep in mind, I will eventually replace the block wall, maybe in a few years. I am simply looking to improve the look of the wall but I don't want to waste time and money if the stucco is going to chip/fall off after a few months or a couple of years.

Don't waste your time and money. You would have to lath it.

Is it acceptable to lath over a painted cement wall providing the paint is sound and pressure washed ? Would the mortar actually bond to the paint or just the lath ?

Just the lath. You mechanically adhere the lath to the wall.
