Am I correct that the Mortar Cement Type S 34kg bag contains portland and lime mixed already? just add sand in the right proportion.....

If it is Type S Mortar Cement, you should add sand equal to 2 1/4 to 3 1/2 times the volume of cement by volume. - According to ASTM C270 standards for Type S mortar.

There is a good chance that it does not contain lime, but a combination of other materials to make it act like Portland and Hydrated lime. Still within the ASTM specifcations.
