Could anybody tell me if it is normal for a clothes washer to allow water to drain out the exhaust tube ( the exhaust pipe/tube is laying flat on the ground behind the washer due to drain problems ) when the washer is in fill mode? I've had problems in the past with siphoning when I would connect the exhaust tube to the stand pipe and tape the connection over to keep water from spilling out... thought to feed the dirty water directly to the drain cleanout beneath the stand pipe, however found I need to have the exhaust pipe end higher than the level of the tub while water fills it up else it drains straight out.

Yes it is normal for the machine to siphon while filling if the drain hose is lower than water level. The machine can also siphon if the drain hose is sealed (taped) in the stand pipe. The drain hose needs to be in the stand pipe but do not tape it in place.
