My Honda 215 self-propelled mower won't drive...the PTO shaft is turning and the cable seems to also move. What's up with this?

If the pto shaft is turning, then make sure the cable is shifting the tranny all the way. If the tranny is shifting, remove a wheel and look at the axle, see if it's turning. If not, then you have a bad transmission.
