Saw as soon as possible - later the same day or the next day. All depends on the concrete type (high early, etc.), curing and temperatures. You don't want to pull out the coarse aggregate.

The sooner you cut them, the easier it is and the sooner the joints begin to provide the benefits. You may want to wait a day ot two before caulking to get a good bond if the concrete is very fresh.
