Sister's condo will be empty for 6 months,has electric tank waterheater.should I shut off electric to heater or leave on since no water will be used.Also if electric is shut should I drain water from tank?

Personally I would shut off the heater power, I also would cut off the water where it enters the condo.

So there's no need to drain water from tank as long as water supply to condo is shut off?

The water only needs to be cut off as a precautionary measure, the pipes only need to be drained if there is no heat and sub freezing temps are expected.
