Doors and Windows - door won't close - strikeplate problem?

We had this door hung by a drunk contractor years ago. It has never closed properly. Prehung door and the guy unhinged it because he forgot to order it bored for lockset.

I since had another contractor take a look at it and "do the best he could". He said it was not hung properly. Does it need to be re-installed?

If the drunk guy plumbed the hinge side jamb, you can try pulling the casing off the lock side jamb, pull or cut off (easiest with a reciprocating saw) any nails and remove all the shims. Shut and lock the door and shim behind the jamb in 3 places to get an even space between the door and the jamb. 1/8" is good. Open the door and nail the jamb through the shims.
If the hinge side jamb isn't plumb, I would start over.
