I was working on my mother's plumbing and I noticed that the person that installed her Rheem gas water heater has the cold water entering the intake labelled 'Hot' with the hot water coming out the 'Cold'. Is this OK?

Not unless he moved the dip-tube to the hot inlet. The dip tube takes cold water to the bottom of the tank which, in turn, pushes the heated water out the hot piping. Good luck.
