I want to repair a concrete "angel" who lost a wing and think there should be a product that would allow me to form something that looks like a wing and attach it to the statue, then finish it with a light-gray-to-white, smooth surface to match remainder of statue. Any suggestions, please?

I don't know much about those statues but believe they are made out of portland cement. I would guess that you could form up a wing with portland. Big box stores sell portland in ready mix [just add water] usually labeled as sand mix.
The biggest challenge would be attaching it to the statue, simply gluing it on with cement wouldn't hold. If you could drill and cement a rod to both sections that should hold.
