I like to install the laminate floor, but the question is that my current furniture is dark blue (with texture), I wonder whether I can install some kind of laminate floor, then paint it to navy blue.

do you mean the wood-look laminate click-together planks? if so, no, you can't paint laminate flooring. the teflon-like coating/finish that's on it which makes it so tough & easy to clean would prevent paint from adhering. add to that the wear & tear from foot traffic and it'd never hold up at all.
and you probably wouldn't want navy blue flooring with navy blue furniture anyway. wood flooring would be very attractive with navy furniture, though. if you want more blue in the room, get navy blue draperies.
