I have this Weedeater Tiller that I traded for some yard work. The engine (8hp B&S) runs fine and the tiller goes forward and backward fine. The problem is the tines will not spin when the lever is engaged. The lever options are R-N-F-T. Has anyone had this problem before? A friend mentioned the shear pins, but they look OK. HELP!!

The chain inside the case is likely broken. In my experience, when the tiller has been run long enough for the chain to break, there is often other severe wear inside the case. No way to know for sure without opening it up, which can be quite a chore all by itself. Pretty much every single thing has to be removed, engine, handlebars, shields, etc... to open the case.
