I've tried staining (twice w/ 2 diff. minwax colors in separate spots) and using polyurethane alone but it doesn't make the spots blend in with the existing color.

With either method the spots become more noticeable than before.
Please help..is there anyway to improve this without sanding down the whole area?

Stains that have penetrated wood finish require sanding down to raw wood. Some stains that have penetrated deep into wood can not be sanded out. In such situations floor can be stained a darker color to camouflage stains. In worst case scenarios, affected boards may have to be replaced with boards from inconspicuous area. In adequate or worn finish allows moisture to enter wood where it causes stains. Improper maintenance of wood flooring damages wood finish. Grit wears away finish and allows moisture to enter wood. Spills can penetrate poorer quality finishes and cause staining. Spot finishing tends to produce less than desirable results as your photos demonstrate.

sorry, but I'm still not sure what I should do. As you can see they're not really stains, just spots of exposed wood.

When finish is worn off flooring in spots, it is time to sand and refinish the entire floor for best results.

You didn't sand enough off, and you forgot the universal sealer.

I just have to sand around the spots right?..not the whole boards surrounding it.
also, is a universal sealer clear? what will that do (besides seal) that will affect the look of the spots.
