We have a Bradford White water heater that is less than two years old. Right now the temp./pressure relief value has water running out of it constantly (without me openning it) and the vent fan has been running constantly. I can't find the manual. What is wrong? The only way to get the fan to stop is to unplug the water heater. The only way to get the relief valve to stop is to close the water line to the water heater.

We haven't been able to figure out how to adjust the hot water temperature either because their is no (obvious) guage to adjust the temp.

This sounds like two different issues. The fan running constantly tells me that it is probably a gas water heater. If the fan is running, then the heater is calling for heat, but is not getting it. Is there a standing pilot or is it electronic ignition? If it is not a pilot issue and you are not out of gas, it could be a problem with the gas valve or the control board.
The relief valve may have something stuck on its seat or it may have a corroded seat. Try flushing the valve by lifting the lever and letting water flow into a bucket (or onto the floor if you want). If that doesn't stop it, shut the inlet valve to the heater. If the dripping stops very quickly, it may be too much pressure in the main water line. If it keeps dripping for awhile, you need to replace the relief valve.
