I have removed all the wall paper from the walls and have filled in all the nicks and gouges with mud and have sanded the walls down. What is the next step to prepare the walls for painting? Do I seal it and if so with what and then texture and then apply the final paint or do I just texture over the sheet rock and then apply the final paint?

Texture the walls and then prime them. Most latex primers will work.
