I have a 3 year old Excell (Devilbiss) VR2400 pressure washer with a Briggs and Straton Quantum 6HP engine. It's locked up solid and wont turn over.
Anyone have any experience with this? Where do I start, engine or pump?

You won't know where to start until you isolate the problem to either the pump or the engine. Separate the two, and see which is siezed.
