I would like to know the best paint to use on basement walls. The wall have been painted before and the paint is chipping off in spots due to water damage.

Welcome to the forums
First you need to fix the water problem. If moisture is seeping through the wall it will affect any paint that is put on it. Are exterior gutters plumbed away from the house? Does any of the foundation need repairs?
Latex paint is the most commonly used paint on both cinder block and poured foundation walls. Drylok is a good waterproofer for basements but should be applied to unpainted masonary.

Latex paint, but as marksr says, if the water problem is not fixed the new paint will have problems also
