So I had to remove wallpaper where the walls were not sealed before the application of the wallpaper and now I have many dings, scrapes and damage to the paper layer of the wallboard. What is the best way to repair before painting?

Skim coat with joint compound, sand smooth, prime & paint.

just make sure that you use the good stuff, not that spackle type crap. ask the box store of your choice of the best stuff to use.

I agree. You can also use durabond or easy sand but joint compound is MUCH more user friendly. Spackling is only good for minor reapirs. When the paper is missing and you need to repair raw gypsum it is often benificial to prime the gypsum first. This is especially necesarry if there are large areas where the paper is missing. A solvent based primer will keep the moisture in the skim coat from deteriating the gypsum.
