I have realized that the previous owners painted the bathroom with water base over oil. Disaster!
The room steams up well with the shower on which is how I have removed most of the water based paint. The walls are over textured and have sanded some spots where paint is not peeling.
Question.......Does every last little tiny spec of the water base paint need to be gone before I repaint?

Welcome to the forums

All the loose paint needs to be removed, any paint that is solidly bonded to the wall is fine. You may need to do some patching and/or sanding to make these areas blend. Any repairs will need to be primed.

Once it is ready for paint you have 2 choices
#1 repaint with oil base
#2 prime with a solvent based primer and then you can recoat with latex enamel

BTW it would be benificial to install an exhaust fan.

Thanks. The ceiling is the worst. There are areas where the oil base is chipping. I'll be doing a lot of patching before any repainting. Some of the steaming is getting it all the way down to the drywall. Argg! A fan is on the way. I do not plan on doing this more than once.;)
