Where would I get an aluminum oxide finish? It's for the ash staircase.

I am ready to start with my railing parts for the staircase. Will probably use Minwax polyurethane semi-gloss or satin finish. Can someone please walk me through the process and explain what is the best applicator to use for my navels and balusters?
My concern is how to make sure there is not drip marks nor brush marks from applying the coating.
