Thanks John for all the valuable recessed lighting info. I've installed new construction IC Halo 6" cans in my living room & kitchen. Two of the lights are vibrating as a result of our furnace or opening/closing doors. I've checked the 50W par30 bulbs, checked the mounts between the 16" ceiling joists, added insulation around the cans, and tightened the internal sheet metal screws. Are there any other tricks for reducing vibrations & eliminating my "strobe-light" effect?

Are the lights really flashing? And are both lights flashing exactly synchronized? If so, it might be caused by a loose electrical connection vibrating somewhere.

The lights aren't actually flashing on/off, but just vibrating back & forth. The 2 lights that are vibrating are on 2 different circuits. I've installed 30 recessed lights in the kitchen, dining room, and living room. I'll check for a loose wire connection within the individual can as I have not tested for this yet. Thanks.

Sounds to me like a mechanical problem, not an electrical one.
