I would like to add a ceiling light fixture to a room without one. My breaker panel is full as far as slots for breakers. If I run a line from the room to the panel is it safe to assume the breaker for the outlets in the room can handle the added light fixture? It's just a dual 60 watt bulb light fixture. The room is my 18 month old daughters so there is not much of a load on the circuit whitch is 15 or 20 amps.

Generally you wouldn't run the new cable to the panel. You'd just run it to one of the receptacles. It would be rare if adding 120 watts to a circuit was enough to overload it.
