Installed new waterheater yesterday, allowed to fill before restoring power and checked voltage at top terminals - all good. This morning I have no hot water. Again checked voltages and have 240 at top and upper element, 0 on lower element. What's up? I'm gettin ripe.

I can see no reason why the water would not be hot. As long as you checked voltage with a meter and not a test light, the element should heat up. Double check the reset on the top thermostat and if that isn't tripped, you will have to replace the element. The bottom element only gets power after the top is heated so nothing is wrong with that one.
