It's a toilet ballcock, which acts as a thermal expansion relief valve in your toilet. I showed the website to a local plumbing supply store and they laughed. However, I know Watts is a respected company, which leads me to believe this thing may work. I was thinking about trying this out before I installed an expansion tank, as it seems like it might save some time and effort.

They are legal but not a very good solution. They waste water and they do it silently. The expansion tank is a better permanent solution.
