My cement basement floor is about 1/3 below ground. I have heard conflicting information about whether I can use hardwood flooring, (hate laminate) I have never seen evidence of moisture there - no mold, or damp feel, etc. I don't want to break the bank with engineered wood. Would I be stupid to even try it?

The odds against you are just like playing the slots in Vegas. You may be the guy that wins once in a while.
Put a gluedown or floating engineered in, and make your odds in your favor.
