Hi. The upstairs toilet in my townhouse does not flush properly. When flushed the water twirls around the bowl but usually does not go down. Once in a blue moon it does. And when it does there is a loud sound that comes from the tub. Any ideas on the cause and possible solution?
Thanks.
Thanks.

The noise from the tub could indicate a possible stack blockage. The stack is the pipe that goes through the roof and allows air to enter so the water flow does not create a vacuum. Anyway, you probably need a plumber to check and possibly snake out the blockage.

Thanks for your help. What do you think is a reasonable charge?

I wish I could help more, but price would depend on exactly where and what the problem is. Also, rates vary from city to city. I also suspect the plumber may have to work on the roof, which usually adds time to the job.
When calling, be sure to describe the problem and location as best you can (as you have done here).
Good luck with this.
