In the winter months should the condensing unit fan run continuously in heat mode as it would in the air conditioning mode.

it depends on what type of blower you got.
Do you have a standard multi speed or variable speed?
if you have variable speed, I'd suggest running it all the time.. I do.
Multi speed, you be the judge of yourself if you feel comfortable with it.
Most multi speed blowers runs at a higher speed when you run it "ON", with the higher speed, you may feel cool/drafty air flow, where variable speed runs much slower when you run the fan "ON". Slower speed on't make you feel drafty.
With the blower running, it helps balance out the temp in the home as well.
