I looked under my vinyl siding and all I saw was wood.. OSB to be exact..
shouldn't there be insulation under there...

Insulation, no. But I do think there should be some wind wrap - tyvek is the most common brand.

there is no wrap under the siding at all.
I live in FL and all the wood framed houses I see being built have some form
of wrap..
should I be concerned..

A house wraps helps to reduce drafts sneaking through small cracks and openings in the house. Do you find your house drafty?

If you don't already have it, then it is not worth it to remove all your siding to install the wrap.

It's not drafty in the house but it does get cold quick if the heat is off,
but I think thats the crappy windows

Most people can't afford to have housewrap installed to a level of quality that will have any significant effect on how drafty their house is. Most people use the house wrap to keep rain out of the OSB

But large enough overhangs (I know big overhangs are common in your area) have been known to do the job just fine.

i dont have it on mine,think it was the crapy builder that done the rest of the work.

If it is not drafty then house wrap is not the solution. Could be windows or it be a lack of insulation. Insulation is what retains heat and helps to keep the cold out.

the house was built back in 89, I guess it wasn't a standard back then
