Holy cow! I live in Long Island (NY) and have just priced out draperies for two rooms (living room and dining room) and almost fell off my chair! The windows are each 6 feet wide/4 ft tall and my wife has asked for something nice but pretty basic and it looks like it going to cost over $4,000 for them ($10 yard fabric). Is it significantly less to have them made out of state or is this the going rate? There would be two valances, two shades, two shear panels, and
drapes ending at the bottom of the window. The price included measuring, making and installing. OUCH!

Yes, the price of custom is expensive. It's a luxury, after all. Custom anything will cost (custom furniture, custom home, etc.). Most people do not realize the amount of work and time, not to mention just the planning, that goes into this. And people need to make a living, too. The cost can vary depending on location, skill, quality of work, etc.
I would need to know exactly what you want (kind of valances, panels, shades) and the size of your windows and I can tell you what I would charge, so you can compare. For everything you want, $4,000 sounds very reasonable.
Of course there's always readymades for people who can not afford or do not want to pay for custom.
