Are electrical outlets normally filled with foam insulation if there is a lot of cold air blowing through? If so, what happens when you need to repair or replace the outlet? Can the foam be easily removed?

Hello, I wouldn't fill your outlets with foam. It is probably a code violation anyway. If you are not able to get any insulation behind you outlets then about the only thing that you can do is buy some of those insulation pads that go under your outlet covers. Thats what I use and they work pretty well. Maybe some other members will have some different ideas , so keep checking in periodically.

I agree with the above. You shouldn't put anything inside the boxes.

Electrical boxes in 2x4 studs are as good an argument as any for rigid continuous insulation.
