I'm finishing a brick walkway that was left undone. I have Portland cement, 50/50 and sand. What mixture of each should I use? I'm laying it on dirt.

What do you mean by 50-50? Must be a local or brand name.

50/50 is, I think, a mix of gravel and rough sand.

If it has gravel in it, it would be too coarse to use as mortar.

If you want mortar, it would be much better to go to the big box and buy pre-proportioned mortar ($5-$10 a bag) that you just add water to.
