foursquare house built in 1906. trying to level interior side of plastered brick wall. plaster has been painted (who knows how long ago) but many imperfections and voids and dips. thought i'd try some skim coats of joint compound. do i need to get all the paint off first? thanks.m.

No, the paint on the wall is o.k., although I would probably use a primer sealer first so you are starting with a "clean slate". Oils and things that are on the wall may hinder the adhesion of the joint compound and a good coat of primer sealer usually helps "cure the unknown".
