What is the best method to clean a garage floor and a driveway. Also should
i seal the cement as a maintainence procedure.

What's on it that needs to be cleaned off? If dirt, then just a hose and soap, or better yet a pressure washer will work. If oil and grease, then an industrial degreaser in conjunction with a hot water pressure washer is good. Paint stripper if sealer or paint is on the concrete, etc. Different materials call for different methods. If it is oil, after it's cleaned you will most likely still see a stain.
It can never hurt to apply a good sealer (not Thompsons or equivalent) as a maintenance coat.
