Hello,
I am wondering on what to do about a black residue under my very old basement carpeting. It looks like at one time it was padding. Is this due to the basement floor(concrete)? I was just going to get a scrapper and scrap it up and vacumm it up? Is this a good idea?
I plan on replacing the carpet with new pre-streched carpet with pad attached.
Any thoughts?
