Hello,
I'm planning a home improvement project that will result in some insulation dust inside the home. The home is just three year's old and has the "loose" insulation in the attic. I will use drop cloths and wear a mask during the project, but I expect to vacuum some dust. Do I need a special vacuum for the dust? one with a HEPA filter?

No you will be fine! A shop vac with a good filter will work fine!
