Insulation, Radiant and Vapor Barriers - sill plate does not fully cover cement blocks

The builder put some insulation in the sill box of our basement, but there is quite a breeze coming up through the cement block where the sill plate does not fully cover the blocks. Should I put insulation down in the blocks or just put more insulation in the box? I will be eventually finishing most of our basement if this makes a difference.

What R-Value do you have? Maybe you need to increase the R-Value.

Ok, just kidding.

It's perfectly acceptable to add a horizontal piece of foam board to cover the masonry. Climate will determine whether or not it should be a breathable material or not. And remember to seal with caulking foam or a good tape, since you won't have access to it after the wall is finished.
