I work at a small conference center, and some of our meeting areas have interior cinder block walls. These walls have been painted and the mortar lines have been filled. I want to repaint/resurface them so that they don't look like cinder block, to dress the rooms up a bit. Any ideas on products that may get that done for me?

Since they are already painted, the only way to come close is to put on a heavy filler paint. This will never totally hide the mortar joints.
Expensive wall paper may hide some of the joints, but it is not durable.

You could try liner paper under wallpaper.
Best option is to cover it with 1/4" drywall.
