I am putting in a new wall which will tie into an existing wall and ceiling which are plaster. Do I need to remove 4" strips of plaster to tie into the studs or can I leave the plaster and put the studs right over the plaster? Thanks in advance for your thoughts.

I would remove a strip of plaster, although others may say don't. Whenever I tie a wall into something, I like to join the studs in the corners as much as possible. It will also assure you that you are tying into a stud.

If you choose not to, make sure you use a good amount of glue to join the new stud to the plaster. This way, if the outer wall shrinks in winter, the new wall is still fixed to it.
