Is there a rule or guideline when sizing traverse rods? I have a 8" foot bay window, when the curtains are open I would like the total window to be exposed. I had planned on adding a foot to each side, but I'm concerned I may need more room after looking at some other traverse rods. I'm also considering getting a double traverse rod for PP sheers and panels, do I need to allow even more room for a double. It just seems like alot of material.

yes, there is a rule of thumb for stackback. figure approximately 1/3 of the opening for stackback. if your window is 96" wide, 1/3 of that is 32", so if you're going to have a center draw, you'll have 16" of stackback on each side. but if you want to have all the glass exposed, your rod will need to be about 128". so only allowing 12" more on each side isn't quite enough to expose all the glass. you need more like 16" on each side, beyond the glass.
it's the same for single or double rods.
and yes, pinch pleats use a LOT of fabric! especially if they're 3x fullness and lined = very bulky = wide stackback.
