I removed vynyl tile from my cement floor in my bathroom and am left with a layer of paper (from the tile) and dried adhesive stuck on the floor. Can I safely lay cement over this? If not, is there something I can put down over the old floor without stripping the paper and adhesive?

How much cement are you planning on applying over it? If you are talking about a thin overlay (less than 1 1/2 inches) then I would say no. If you are talking about anything over an inch and a half, then yes you could.
What are you trying to accomplish by covering the floor with cement? More specifics would be a big help in answering your question.
