Air Conditioning - Take a look at photo please, is this a coil/leak problem?

Air from blower top is not cool (even a bit luke warm when started.
whilst lower part of blower discharge very cool air.

I rip open the cover and found the top few coils are not cool
as if no refrigerant is running thru it..and the lower coils are
freezing.

Is this a sign of insufficient gas or leask?

Low refrigerant is a possibility but it is impossible to say without knowing other things like refrigerant pressures, compressor amperage and coil condition.
I'm afraid your ac will have to be looked at by an a/c tech.

At the cost of a/c units these days it may be prudent just to replace it.

I believe low freon (caused by a leak) is a likely possibility. Especially if you notice the frozen area slowly expands to the entire coil.

The coil is not flooding all the way due to low refrigerant charge (most likely). Look around for any signs of oil residue and check under service caps if it has any for oil. Unless you have a set of guages and the proper freon handy you're going to have to call a service tech. If the unit is old and in mediocre shape ask if they will diagnose it and prepare a quote for repairs versus changeout.
